U.S. STATE DEPARTMENT STATEMENT FOR POST-ADOPTION REPORTS FOR CHILDREN ADOPTED FROM ETHIOPIA.

Greetings from the Office of Children’s Issues at the U.S. Department of State in Washington, D.C.  We are reaching out to you concerning the submission of post adoption reports (PARs) for children adopted from Ethiopia.

We recognize that there might be some confusion regarding this issue, and we want to confirm that adoptive parents are still required to submit PARs for all Ethiopian children adopted from Ethiopia until the children reach the age of 18.  The intercountry adoption ban currently in place does not alter this requirement.  The adoptive parents are expected to submit PARs for their adoptive children in a timely fashion and the adoption service providers are required to encourage the adoptive parents in that endeavor. We ask that you and all adoption service providers who facilitated intercountry adoptions from Ethiopia reiterate this requirement to the adoptive parents as per 22 CFR 96.51(c):  “When post-adoption reports are required by the child’s country of origin, the agency or person includes a requirement for such reports in the adoption services contract and makes good-faith efforts to encourage adoptive parent(s) to provide such reports.”

It is our understanding that parents may scan and send self-reports directly to the Ethiopian Embassy in Washington, DC (email: consular@ethiopianembassy.org). They may wish to send a copy of their submitted report to the U.S. Embassy in Addis Ababa at ConsAdoptionAddis@state.gov to serve as a record.  

Please note however that the U.S. Embassy does not have the capacity to submit reports to MOWA on behalf of the families. If you or the adoptive parents have further questions about the submission of the reports, please contact the Ethiopian Embassy in Washington (email: consular@ethiopianembassy.org, webpage: www.ethiopianembassy.org, (202) 364-1200).  If we receive any additional contact information for submitting PARs to the Ethiopian authorities, we will post it on our website.
